   An essential tool for developing the creativity of teachers, improve their professional level, "cultivation of human resources", which links together the whole system of the College, is a well-organized scientific-methodical work. 
   The role of scientific-methodical work increases significantly in modern times due to the need to rationally and efficiently use new techniques, methods and forms of education, constantly accumulating experience to address the educational challenges.
   The methodical work process in our college we have determined through the following steps:

   To create the College models service a number of methodological activities: questionnaire survey of teachers, students, parents, monitor the activities of the teachers in the classroom and extra-curricular activities, an analysis of the quality of the educational process.
   At the same time organized study of scientific papers and publications on the subject in the periodical press, the leading pedagogical experience, as reflected in the literature.
   Based on the traditional and innovative approaches in the areas of methodological work, we have created a system of methodical work in College, which is realized through organizational and didactic forms and allows you to implement:
integrative function, i.e. the creation of a "space" opportunities for all participants in the educational process, bringing together teachers and administration to solve the set tasks;
the differential function, i.e. creating mikrosred ("NIS") that will allow each teacher to build its own trajectory of improvement of professional skills, creative self-development.
   We believe that the primary purpose of methodical work in College is to provide real assistance to teachers in the development of their professional skills and the adjustment of teaching and educational work for the improvement and development of the learning process.
   The College is deliberately working to challenge the professionalization of teachers. 
   The purpose of the system of scientific-methodical work of the College is to improve the quality of education based on formation, development of professional competence of teachers and the transfer of their activities in the development mode and self-development.
   Scientifically-methodical work is the new meanings and values, it is a culture of collaboration and communication, information culture, finally, is creativity.

   A significant part of the activities of our College is identifying opportunities and ways of organization of educational conditions for qualitative change in the educational environment.
To ensure methodical conditions we single out the following entries:
1. the Office and the Organization of methodical work.
2. professional development of teaching staff.
3. expert-appraisal activity.
   In the management and organization of methodical work, we solve the following tasks:
• development and updating of normative-legal maintenance of methodical service; •
• organizing activities of all substructures methodical service;
• development of criteria of effectiveness of methodical work at various levels;
• developing tools of evaluation of the DNC.
   Professional development of teachers is aimed at identifying their needs and on the formation of systems of excellence.
   Expert-appraisal activity contributes to determining the directions and monitoring, to identify performance indicators, requirements for the lessons, activities, methodological products developed by teachers of college.
1. The Office and the Organization of methodical work is conducted through methodological service: substructuring crafted scientific-methodological Council, coordination and methodical Council, Advisory Council, Cyclic methodical commissions.
The subunits of a methodical service
Scientific and methodical Council (LNU).
   The Organization of methodical maintenance of educational process are in the competence of the scientific-methodical Council of the College. Establishment of College scientific-methodological Council due to the gradual transformation of the methodical work of the scientific and methodical. The NHI is a deliberative body of the teaching staff, the aim of which is to ensure the scientific management and coordination of the educational process methodical and professional activities of the teaching staff.
   The Council consists of the Administration, heads of methodical service active teachers.
Among the tasks performed by the Council:
development directions of work, formation and clarifying the goals, objectives, contents of methodical support of the OHR and methodical training of personnel;
performance analysis;
planning and organization of methodical study;
solution of pedagogical issues;
development of measures on realization of the project "Organization of methodical building services professional and personal preparedness of teachers to implement competent approach in teaching and educating future professionals»
Coordination and methodical Council (PBC). It consists of: the Chairmen of the DNC, Methodist, experienced teachers. The head is the Deputy Director for scientific and methodical work.
The main functions are:
1.formation and adjustment of legal maintenance of activity of methodical service;

• ALL STEEL;
• methodological studies and training of teachers;
• seminars, conferences;
• certification of teachers;
• studying and implementing best practices, new technologies;
3. Design:
• performance criteria of methodical work at various levels;
• evaluation of ALL STEEL Instrumentation;
• various programs, projects;
• training and educational advice;
• methodical recommendations on methodological work;
4. formation of an information bank.
The content of the CMS include:
1) development:
• strategies for educational process of the College;
• projects, programs of OEW, tutorials, various regulations, recommendations for improvement of educational-methodological work (on the Organization of research students; creating a portfolio, methodical recommendations is evaluating a supervisor, a visiting card of individual lesson; accompanying Professor; analysis of lesson cards, etc.)
2) Organization:
• Research (diagnostics of professional difficulty, "how teachers affect the growth of skill forms of methodical work?", "the DNC", "satisfaction with the educational process, the Teacher through the eyes of students, teacher interaction Styles" and "motivation of teaching", etc.)
• activities to improve the skills of teachers (College-based courses, inviting lecturers, seminars, trainings, teaching decades, which studies, panoramas of open lessons, competitions).

2. PROFESSIONAL DEVELOPMENT of TEACHERS

12. Forms of work with young teachers
Work with young professionals is one of the important directions in the activities of the technical service, as in the vast majority of our College.

The College participates in the regional development of experimental work on the theme "implementation of quality management system in the Organization of technical and vocational, post-secondary education". To provide students, teachers, administrators, College continuing and objective information on the State, level of knowledge, skills, and other quality parameters of training, on the one hand, and to make the required adjustments to the Organization and content of the educational process to achieve the final results – on the other hand, the College created a monitoring system of the end results of training and a system of measuring quality at each stage of learning.

According to the algorithm implementation of QMS (Figure 1) in the College carried out organizational works: contract of 31.03.09 g. with the consulting firm of communicative Management Center "Sapa", training staff and trained internal auditors of quality management system. Developed a program of introduction of QMS, which explains the phases of work on development and implementation of QMS in accordance with the requirements of ST RK ISO 9001-2001.

The quality management system of the «Bolashak» KKAO covers the activities of the College, which directly or indirectly affect the quality of service provision for special secondary education. Quality management system objects are defined in the organization chart of the College. From 03 to December 4, 2009, a certification audit of "metropolitan centre of quality and Metrology". College team has successfully passed the certification of the quality management system under ISO 9001 ST RK-2001, having received the certificate of conformity of the KZ. 7100252.07.03.04229 SAC No. 0001210, registered in the State Register of the State system of technical regulation of the Republic of Kazakhstan.
